The £30m FCDO-funded, “ASEAN-UK SAGE Programme”, was endorsed by the ASEAN Senior Officials Meeting on Education (SOM-ED) in April 2023 and the ASEAN Committee of Permanent Representatives in May 2023. The programme was first officially announced at the Education World Forum (EWF) in London in May 2023 with The Rt Hon Andrew Mitchell MP Minister of State in the Foreign, Commonwealth & Development Office (FCDO). Subsequently, at the 2nd ASEAN-UK Senior Officials’ Meeting (AUKSOM) in June 2023 in Brunei Darussalam, ASEAN welcomed this Programme as the first ASEAN-UK project to be implemented under the ASEAN-United Kingdom Plan of Action (POA) (2022-2026).
The aim of ASEAN-UK Supporting the Advancement of Girls’ Education (SAGE) is to provide evidence-based technical input that enables key players in the region including Southeast Asian Ministers of Education Organization (SEAMEO), through the SEAMEO Secretariat, ASEAN Secretariat (ASEC) and ASEAN Member States (AMS) / SEAMEO Member Countries to develop effective policies and programmes that improve foundational learning and that tackle exclusion and constraints limiting the achievement of girls and marginalised groups. This includes four programme workstreams:
Foundational learning crisis, post pandemic
Out-of-school girls and marginalised groups
Gender barriers to digital skills and employment
Integration of Education Technology across the three workstreams
Phase 1 of the Programme runs from November 2023-March 2025 (with Phase 2 scheduled to be from April 2025-March 2028).
Phase 1 Co-leads: The British Council and The SEAMEO Secretariat
Phase 1 Named Delivery Partners: EdTech Hub and The Australian Council for Educational Research (ACER)
